The War Within begins the Worldsoul Saga beneath Azeroth in Khaz Algar. Hero Talents add another specialization-related layer to character development.
The Earthen and the subterranean regions have their own story and access context. Their later availability must not be propagated into historical clients through one global expansion number.
Hero Talents sit alongside class and specialization graphs. A build needs the selected subtree, its actual eligibility and its own versioned requirements, not an extra copy of a legacy point tree.
